2016 confirmed hottest year on record

The first global analysis of the whole of 2016 has confirmed last year as the warmest on record and saw the planet near a 1.5°C warming, according to the Copernicus Climate Change Service (C3S).

The latest figures from C3S, part of the EU’s Copernicus earth observation programme, show that 2016’s global temperature exceeded 14.8°C, and was around 1.3°C higher than typical for the middle years of the 18th century. 2016 was close to 0.2°C warmer than 2015, which was previously the warmest year on record.

Countries agreed in Paris in 2015 to holding the increase in the global average temperature to well below 2 °C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5 °C above pre-industrial levels, recognising that this would significantly reduce the risks and impacts of climate change.

A more dangerous climate

Global warming, climate change increases the likelihood of extreme weather events such as heatwaves, droughts and floods. Future warming could cause billions of euros of damage each year and affect the availability of fresh water and crop yields in the most vulnerable countries.

Director of ECMWF’s Copernicus Services, Juan Garcés de Marcilla, said: “We are already seeing around the globe the impacts of a changing climate. Land and sea temperatures are rising along with sea-levels, while the world’s sea-ice extent, glacier volume and snow cover are decreasing; rainfall patterns are changing and climate-related extremes such as heatwaves, floods and droughts are increasing in frequency and intensity for many regions. The future impact of climate change will depend on the effort we make now, in part achieved by better sharing of climate knowledge and information.

“To help decision-makers develop effective adaptation and mitigation solutions we make the data from Copernicus Climate Change Service (C3S) and the Copernicus Atmosphere Monitoring Service (CAMS) freely and openly available. By mainstreaming the information that the Copernicus Services hold into climate policy and strategy, governments, the private sector and society can identify and unite around opportunities to tackle further climate change and reduce vulnerability where its effects are unavoidable.”

C3S found that global temperatures in February 2016 already touched the 1.5°C limit, though under the influence of a strong El Niño, an intermittent event involving a period of warming. Global temperatures still remained well above average in the second half of 2016, associated partly with exceptionally low sea-ice cover in both the Arctic and Antarctic.

C3S found that most regions around the world experienced above-average temperatures during 2016. The largest differences in regional average temperatures were found in the Arctic but conditions were also extreme over southern Africa early in the year, over southern and south-eastern Asia prior to the summer monsoon, over the Middle East later in summer, and over parts of North America in summer and autumn.

In addition to record temperatures, ECMWF’s Copernicus Services monitored other extremes occurring in 2016, including significant global wildfires and the growth of CO2 in the atmosphere. Destructive fires were observed around Fort McMurray, Canada in May and then extensive wildfires across Siberia, associated with the year’s high surface temperatures, during June and July.

For the first year CO2 levels did not return below 400 ppm as summer turned to autumn in the Northern Hemisphere. In previous years, take-up of CO2 by vegetation during the summer growing season has typically seen September mark the lowest point for CO2 levels.

Copernicus temperature data are based on millions of diverse daily measurements analysed by the European Centre for Medium-Range Weather Forecasts (ECMWF) using methods developed for weather forecasting.

Annual global temperature variations derived from Copernicus data and from other widely used sets of data typically agree to better than 0.1°C for recent years. The spread in values is likely to be larger than 0.1°C for 2016 due to differences in the extent to which datasets represent the warm conditions associated with exceptionally low sea-ice cover.

The estimate used here is that the climatological average temperature around the start of the Industrial Revolution is estimated to have been 0.7°C lower than that for 1981-2010.

Copernicus is the European Commission’s flagship earth observation programme that delivers freely accessible operational data and information services. It provides users with reliable and up-to-date information through a set of services related to environmental and security issues.

C3S is run by ECMWF on behalf of the European Commission. ECMWF is an independent intergovernmental organisation, producing and disseminating numerical weather predictions to its 34 member and co-operating states.

WHO, WMO, UNEP join forces on health, environment

As three United Nations bodies come together to work as one to address the root environmental causes of ill health, Dr Margaret Chan (Director-General of the World Health Organisation – WHO), Erik Solheim (Executive Director of the United Nations Environment Programme – UNEP) and Petteri Taalas (Secretary-General of the World Meteorological Organisation – WMO) stress the need to clean up the global environment, which they describe as a “deadly zone”

There are many compelling reasons why we need to clean up the global environment. One of the most pressing is that a polluted environment is a deadly one. Every year, almost 12.6 million people die from diseases associated with environmental hazards, such as air, water or soil pollution, and climate change. That is one in four deaths worldwide.

We now know that the single greatest environmental risk to human health is through our most basic need – the air that we breathe. For years, governments have struggled to improve access to energy so they can promote economic development. But the largely unsustainable energy path that the world has followed has come at an unacceptable cost. Air pollution, overwhelmingly resulting from energy production and use, causes heart and lung diseases and cancer, resulting in approximately 6.5 million deaths each year.

The energy sources that cause the release of deadly air pollutants, such as black carbon, also release greenhouse gases, including methane and carbon dioxide. Together, these drive climate change, which threatens to undermine all of the environmental conditions on which human lives depend – food, water, and shelter.

 

Urbanisation and environmental health

By 2050, 66% of the world’s population will live in urban areas, which are often characterised by pollution as well as heavy traffic, poor housing, limited access to water and sanitation services and other health risks.

Environmental risks to health, like many of the challenges facing our world, are too complex and interconnected to be dealt with by simplistic, short-term solutions or by individual actors. That’s why the 2030 agenda for sustainable development, adopted by all countries, is so important. This, the world’s first ever global development plan, offers a unique opportunity for coherent, long-term action by all of society for all of society.

Many governments are now bringing several ministries and departments together, for example linking up environment, climate and health sectors, to take joint action. We saw this recently at the Conference of the Parties to the United Nations Framework Convention on Climate Change when ministers of health and environment answered a call by the Government of Morocco to sign the Marrakech Ministerial Declaration on Health, Environment and Climate Change. The declaration recognises that there is currently no global mechanism to bring the environment and health sectors together to work on saving lives and protecting the planet, and calls on the relevant United Nations (UN) agencies to put a mechanism in place.

The challenge now is to follow up this declaration with actions.

Simple interventions, such as reducing vehicle emissions and investments in rapid transit systems, will save lives. Benin, Côte d’Ivoire, Ghana, Nigeria and Togo have committed to introduce low sulphur fuels by July 2017. Athens, Madrid, Mexico City and Paris plan to ban diesel vehicles by 2025. Implementing proven interventions to address short-lived climate pollutants could save over 2.4 million lives a year, and reduce global warming by approximately 0.5 C, by 2050. In many cases the benefits will more than cover the cost of intervention.

Failure to take into account the health impacts of air pollution and other environmental damages is estimated to amount to a $5.3 trillion subsidy to polluting energy sources. Failure to protect populations from environmental risks is not just a human cost, but places an additional strain on health services. Health service-related cost is among the largest financial burdens for governments and individuals.

Just as it is in both the individual and the collective interest of countries and ministries to work together to address complex problems, it is essential for all UN agencies to work more closely together to support them.

 

The Marrakech Declaration

The United Nations Environment Programme (UNEP), the World Meteorological Organisation (WMO) and the World Health Organisation (WHO) are working together to support countries to follow through on the aims of the Marrakech Declaration. We are committed to joining our technical and financial resources behind a single environment and health plan. Air pollution will be our first priority due to the huge health impacts that it causes, as well as its close links with other risks, such as climate change and chemical contamination.

Each of us will bring our wealth of expertise in climate, health or environment. WMO, through national meteorological agencies and their network of ground and remote-sensing stations, provides the essential data on climate, and air quality conditions, and facilitates the delivery of related weather and climate services. UNEP works with Member States’ Ministries of Environment and other key policy-makers to help prevent and reverse environmental degradation, thereby supporting individuals and communities. WHO, with national Ministries of Health, monitors and assesses health exposures and health impacts, and provides guidance on how to reduce them.

By June 2017 our agencies will have developed a joint plan, seeking wider engagement from other agencies and from the scientific, environment and health communities at large. In the words of the African proverb: “If you want to go fast, go alone; if you want to go far, go together.”

China to invest $361bn in clean energy by 2020

China will plow 2.5 trillion yuan ($361 billion) into renewable power generation by 2020, the country’s energy agency said on Thursday, January 5 2017, as the world’s largest energy market continues to shift away from dirty coal power towards cleaner fuels.

The investment will create over 13 million jobs in the sector, the National Energy Administration (NEA) said in a blueprint document that lays out its plan to develop the nation’s energy sector during the five-year 2016 to 2020 period.

The NEA said installed renewable power capacity including wind, hydro, solar and nuclear power will contribute to about half of new electricity generation by 2020.

The agency did not disclose more details on where the funds, which equate to about $72 billion each year, would be spent.

Still, the investment reflects Beijing’s continued focus on curbing the use of fossil fuels, which have fostered the country’s economic growth over the past decade, as it ramps up its war on pollution.

Last month, the National Development and Reform Commission (NDRC), the country’s economic planner, said in its own five-year plan, that solar power will receive 1 trillion yuan of spending, as the country seeks to boost capacity by five times. That’s equivalent to about 1,000 major solar power plants, according to experts’ estimates.

The spending comes as the cost of building large-scale solar plants has dropped by as much as 40 percent since 2010. China became the world’s top solar generator last year.

“The government may exceed these targets because there are more investment opportunities in the sector as costs go down,” said Steven Han, renewable analyst with securities firm Shenyin Wanguo.

Some 700 billion yuan will go towards wind farms, 500 billion to hydro power with tidal and geothermal getting the rest, the NDRC said.

The NEA’s job creation forecast differs from the NDRC’s in December that said it expected an additional 3 million jobs, bringing the total in the sector to 13 million by 2020.

Concerns about the social and economic costs of China’s air pollution have increased as the northern parts of the country, including the capital Beijing, have battled a weeks-long bout of hazardous smog.

Illustrating the enormity of the challenge, the NEA repeated on Thursday that renewables would still only account for just 15 percent of overall energy consumption by 2020, equivalent to 580 million tonnes of coal.

More than half of the nation’s installed power capacity will still be fueled by coal over the same period.

Experts restate need to build climate resilience in small island countries

Africa’s Small Island Developing States (SIDS) came under scrutiny at the recently held UN climate change summit in Marrakech, Morocco, where scientists expressed concern over the grim prospects facing the hapless nations.

The countries are: Mauritius, Seychelles, Comoros, Cabo Verde (Cape Verde), Sao Tome & Principe, and Guinea Bissau. SIDS are are low-lying coastal countries that tend to share similar sustainable development challenges, including small but growing populations, limited resources, remoteness, susceptibility to natural disasters, vulnerability to external shocks, excessive dependence on international trade, and fragile environments.

At a side-event on “Innovative solutions to climate change challenges for the SIDS” organised by the SYAH Cabo Verde, the African Climate Policy Centre of the United Nations Economic Commission for Africa (UNECA) and the World Meteorological Organisation (WMO), participants stressed the need to build resilience in the SIDS countries, in the light of the fact that they are highly vulnerable to hydro-meteorological hazards and climate change.

“There is need to develop capacity to undertake effective long-term planning and implement decision making mechanisms to assist SIDS to manage the multi-sectoral risks that they face and enable them to transition to blue and green economies,” says Dr Maxx Dilley, Director of Climate Prediction and Adaptation at the WMO.

According to him, climate related extremes are likely to increase in SIDS with the acceleration of the hydrologic cycle due to global warming, adding that sea-level rise is an existential threat for some countries.

He points out that over 335 major natural disasters have occurred across all SIDS since 2000, resulting in an estimated $22.7 billion in direct damages. “For example, Hurricane Fred in Cabo Verde (2015) led to nine deaths and $1.1m in economic losses,” he adds.

Consequently, Dilley stresses, besides strengthening collaboration with existing policy mechanisms in the continent to prioritise the SIDS issues, the WMO is providing weather and climate services. “This is with particular attention to marine services, renewable energy, and tracking loss and damage, should be included in National Adaptation Plans and Nationally Determined Contributions of the United Nations Framework Convention on Climate Change (UNFCCC).”

His words: “The WMO is developing National Strategic Plans for NMHSs  – endorsed at the national level, which would include: Weather and climate services, Systematic marine and coastal observations, Increased capacity development, Improved marine research and South-South (including SIDS-SIDS) cooperation and partnerships.”

Similarly, Dr Joseph Intsiful, Senior Climate Science Expert, African Climate Policy Centre, UNECA, in a presentation titled “Supporting African SIDS to Manage Climate Risks,” points out that while the SAMOA Pathway articulates the unique challenges of SIDS in addressing climate variability and change and Disaster Risk and calls for urgent action to manage climate risks, the Paris Agreement requires urgent action to manage/reduce the existential threat facing SIDS.

“This is in the light of the fact that Africa’s aquatic and marine resources remain largely unexploited and  being recognised for its potential contribution to inclusive and sustainable development,” he says, adding that the forum presents an opportunity to link the Blue Economy sectors, with high productivity potential, to accelerating structural transformation, primarily in Coastal and Island States in the region.

He lists solutions in this regard to include: Making climate information widely available African-wide with specific focus on African SIDS, Numerical Weather Prediction & Early Warning System, Forecasting Hurricane Fred over Cabo Verde, Workshops on Use of ACPC-ClimDev Numerical Weather Prediction and Early Warning System, Setting up of Numerical Weather Prediction System and Climate Services Information Systems Africa-wide, and Wireless Connectivity in Indian Ocean SIDS.

Intsiful discloses: “This is the first time such an e-infrastructure is being widely deployed continentally and addressing the unique needs of SIDS. It is state-of-the-art and cost-effective – based on Opensource tools and data. Climate Services Information System was  installed/deployed by and maintained by ClimDev experts. Also, data analysis and visualisation system were installed/deployed by ClimDev experts.”

The event was also graced by dignitaries such as Antonio Palazuelos Prieto (Executive Director of SYAH Cabo Verde), Dr Justus Joseph Kabyemera (Coordinator, ClimDev Africa Special Fund in the Africa Development Bank), and Dr Pradeep Mongo (United Dations Industrial Development Organisation).

Achieving Paris Agreement goals essential for fisheries

A new study has highlighted how achieving the Paris Agreement – global warming of no more than 1.5º Celsius over pre-industrial levels – would affect global fisheries.

It is believed that fishing catches in the tropical Pacific Ocean would shrink by 12 percent if the 1.5 degree rise in temperature is met

It is currently unclear how the world will achieve the climate target, but the fisheries support the diets, livelihoods, and cultures of billions of people.

According to simulations from computer models, the fishing industry would strongly benefit from meeting the Paris Agreement target. The maximum catch potential of fish would increase by three percent for every degree Celsius decrease in surface temperature, report the researchers in a recent edition of Science.

Fishing catches in the tropical Pacific Ocean would shrink by 12 percent if the 1.5 degree rise in temperature is met, while a 3.5 degree increase would lead to a reduction of 47 percent. The benefits for vulnerable tropical countries are therefore a strong support for the 1.5° C goal.

“People living in these regions rely heavily on fish as their primary protein source from animals,” says Thomas Frölicher, coauthor of the study and a senior scientist at the ETH Zurich Institute of Biogeochemistry and Pollutant Dynamics.

By contrast, Arctic fishing boats could see their catch increase by a fifth for every degree Celsius rise in surface temperature. The warming will have a positive effect on fisheries in the Arctic region, because it reduces the amount of sea ice and allows more light and heat to penetrate the ocean. This promotes the growth of phytoplankton, which in turn boosts fish stocks.

In addition, fish stocks in the Arctic region will increase due to the invasion of species from warmer low latitude regions. If the 1.5° C target agreed in Paris could be met, Arctic fishermen would see their catch increase by about 30 percent. A rise in surface temperature of 3.5° C would boost their catch by 55 percent. In extreme cases, the local catch could even quadruple.

Fish stocks in the high northern latitudes will not necessarily always benefit from the ocean’s increased warming and productivity, however. A tipping point would eventually arrive, after which the increase in temperature has negative consequences for Arctic fisheries.

For example, fish stocks in the North Sea will start to decrease again as soon as the average temperature rise exceeds about 3.5 degrees. This is because high water temperatures result in more stable stratification of the ocean, which in turn inhibits the growth of phytoplankton.

“The correlation between the average global temperature and the cumulative manmade carbon-dioxide emissions into the atmosphere is linear, just like the connection between global fishing yields and temperature,” explains Frölicher. This makes it possible to directly calculate the impact of one tonne of CO2 emissions on the global fishing catch.

At present, the resolution of the climate models is to some extent not high enough to make robust predictions for individual coastal regions. Frölicher and his colleagues are therefore working on a follow-up study that will use climate models with much higher resolution.

Frölicher is part of a group of fish experts called the Nippon Foundation-Nereus Program, which lead author of the study, Professor William Cheung at the University of British Columbia, heads. The Canadian researchers have developed a computer program that lets them model the population of 900 different species of fish. It includes environmental conditions for the fish, such as water temperature, and the levels of nutrients and oxygen in the water. The team has combined these potential populations with existing climate simulations to determine the living conditions of fish under different climate scenarios.

Depending on the future climate change scenario, tropical fish currently living in waters between 27 and 29 degrees Celsius will be faced with water that is one to 2 degrees higher. However, many species will be unable to adapt to these conditions, also because warm water contains less oxygen. As a result, the fishes have to search for a new habitat.

“Once the temperature reaches a certain threshold, these fish will be forced to migrate to cooler waters in order to survive,” warns Frölicher.

Marrakech was COP of inaction, says campaigner

The popular tag of “COP of action” popularly associated with the recently held UN climate change summit (COP22) in Marrakech, Morocco has been countered.

Instead, the global conference that featured the 22nd Session of the Conference of the Parties (COP22) to the United Nations Framework Convention on Climate Change (UNFCCC), 12th Session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP12) and First Session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA1) has been labelled “COP of inaction”.

Executive Director, Environmental Rights Action/Friends of the Earth Nigeria (ERA/FoEN), Dr Godwin Ojo, who made the submission, attributed this to the fact that “all that was achieved in Marrakech was to plan for another COP”.

According to him, the time was nigh for civil society organisations (CSOs) to take a closer look at the entire process.

He said: “We have reached a crossroads, and CSOs should come together to evaluate the COP process; to see if we can work within planetary boundaries, and to see if we can keep the rising earth temperature below 20C. Has the COP the answer to reducing the rising temperature?”

Dr Ojo, who spoke during a recent gathering in Lagos to publicly present the book, “Nigeria beyond oil”, frowned at the carbon market, saying: “Climate change is happening on a monumental scale, but certain parties are busy promoting trade in carbon. This is faulty, as solutions that are monetised will not work. Those responsible for the situation have shied from their responsibility.”

He described Nigeria’s commitment to the implementation of the Paris Agreement as “zero”.

His words: “We have nothing on ground to reduce emission. Gas flaring continues unchecked, even after several shifting of the goal post. Now, the government is saying flare-out date is 2030. We consider this a serious retrogression and a direct slap in the faces of the people of the Niger Delta.

“International communities are dictating Nigeria’s policy. Indeed, nothing on ground indicates that Nigeria will reduce carbon emission as we are fully dependent on hydrocarbons and there are no alternatives. There is need for a New World Order.

“What is Nigeria’s position regarding the Africa Renewable Energy Initiative? Where is Nigeria’s position here? What have we to show that we are in tune with the initiative? Nigeria at this point is talking about coal, bitumen and nuclear energy sources. This is a retrogressive statement because these are obsolete sources of energy.”

Nigeria’s INDC amid Akwa Ibom’s transition to blue economy

During a panel discussion session at a side-event organised by the Akwa Ibom State Government during the UN climate change summit (COP22) that held recently in the Moroccan city of Marrakech, Johnson Nkem (Senior Climate Adaptation Expert, African Climate Policy Cantre, Special Initiatives Division) of the United Nations Economic Commission for Africa (UNECA), stressed that, besides the green/low carbon economy, Akwa Ibom State of Nigeria can explore inherent potentials by transiting to a blue economy courtesy of its vast coastline

There are three institutional tiers for the implementation of the Paris Agreement or Nationally Determined Communications (NDCs) in most countries. These include the national level, state/provincial level, and the sub-national levels.

More broadly, the Intended Nationally Determined Communication (INDC) of NDCs could be considered as a set of toolkits that could be used for structural transformation of key economic sectors if they are properly aligned to national development plans. In the case of Akwa Ibom State, the opportunity includes the transition to a blue economy, taking advantage of its coastline, besides the green/low carbon economy.

The potentials for blue economy transition is huge, especially for Akwa Ibom State that has about 15% of Nigeria’s coastline.

While this is not cited as such, coastal and marine protection provide great opportunities for the blue economy.

They are also underscored by opportunities for new partnerships in undertaking intersectoral activities using joint programming and bringing state and non-state actors together, and also Public-Private-Partnerships.

Land-based actions that require ecosystem-based approaches predominates INDC actions in Africa more broadly and same for Nigeria.

There are some key climatic challenges and interventions outlined in the Nigerian INDC that need to be addressed for both adaptation and mitigation.

Just like for other African countries, following the national representation of the INDC, there is need for further contextualisation in order to tailor the interventions to the specific needs and challenges to the states and sub-regions as we move into implementation.

For example, the INDC of Nigeria stresses that the country’s coastline is already undergoing pronounced morphological changes due to sea surges and tidal waves under accelerated sea level rise (ASLR), anticipated to be 0.5-1m this century. To put this into perspective, 0.5m rise in sea level will affect about 35% of highly-productive delta.

This is even more pertinent for the Awka Ibom State that has a coastline of about 129km with the Atlantic Ocean on the southside of the state. We know the direct implications this will have on tourism, the livelihoods of a majority of the population, and the wider economic implications.

Out of the seven key measures listed in the Nigerian INDC, one is Climate Smart Agriculture (CSA) and reforestation that is perfectly tailored in addressing the above challenges from sea level rise and coastal erosion.

From the analyses of the INDC actions by African countries in the agricultural sector that we have conducted at the African Climate Policy Centre of the United Nations Economic Commission for Africa (UNECA), CSA and reforestation were the topmost actions proposed by most African countries. This is in recognition of the implications of land degradation and soil fertility issues affecting the agricultural sector.

Secondly, about 70% of countries have agriculture as both adaptation and mitigation, and only 30% as adaptation, with none as only mitigation. This emphasises the need for synergistic approaches required for harnessing the multiple benefits derived from the knock-effects the actions such as this one on smart-agriculture and reforestation have for both adaptation and mitigation.

Furthermore, we observed that, with the implementation of the INDCs, it was more strategic to undertake climate-smart investments such as reforestation especially mangroves in the riverine areas. Not only do they constitute natural infrastructures against high tides and stabilisation of coastlines against erosion, they also have significant knock-on effects on other actions such as land and soil fertility, water resource management, ecosystems for fish breeding and so on. This again is crucial for the blue economy especially tourism.

They are in fact, crucial in de-risking investments in the agricultural sectors and other infrastructures prone to inland or coastal flooding and waterlogging.

How Akwa Ibom wooed ‘green’ investors at COP22

At an overly publicised side-event towards the tail-end of the recently held 22nd Session of the Conference of the Parties (COP22) to the United Nations Framework Convention on Climate Change (UNFCCC) in the historical Moroccan city of Marrakech, the Akwa Ibom Government reached out to foreign investors to key into its burgeoning sustainable development initiatives.

At the event, which had “Climate change challenges in Akwa ibom State and opportunities for investment in Clean development” as its theme, state officials showcased government’s Strategic Roadmap to Sustainable Green Development, a somewhat ambitious plan that, among others, seeks to provide leadership for local authorities to efficiently guide and manage climate change.

Indeed, Governor Udom Emmanuel highlighted the state’s five-point agenda, which appears to be in line with the Paris Climate Change Agreement and Nigeria’s Nationally Determined Contributions (NDCs). The agenda is targeted at job creation, poverty alleviation, economic and political inclusion, wealth creation, infrastructural consolidation and expansion.

According to him, Akwa Ibom is interested in climate change issues as the largest producer of oil and gas as well as bearer of the longest coastal line in the country, spanning some 129 kilometres, making it susceptible to climate risks.

“We’re sacrificing our time and looking at the resources we have so that in future, we leave a legacy where our children will breathe cleaner air that would nurture them to live in a world that is entirely earth friendly,” he said.

Emmanuel stressed that the state needs private sector-led foreign direct investment and global environment fund to support its vision.

He said that projects already kick-started include a zero-emission vehicle assembly plant which, according to him, would pioneer the commercial transportation system for the state and country; a light-emitting diode (LED) energy bulbs manufacturing factory; and a green cargo facility, where perishable goods can be moved out of the state.

Minister of Environment, Amina Mohammed, commended Akwa Ibom State Government for its foresight and for backing the NDCs. The minister, represented by Dr. Peter Tarfa, Director of the Climate Change Department, pledged Federal Government’s support for the state’s Strategic Roadmap to Sustainable Green Development.

Earlier, Commissioner for Environment and Mineral Resources, Dr. Iniobong Essien, said that the roadmap assesses the green development opportunities and challenges in Akwa Ibom State, determines the optimal pathways to green development.

The side event was graced by officials of the African Development Bank Group (AfDB), Secretary to the State Government, Etekamba Umoren;  Senior Special Assistant to the Governor on Technical Matters and Due process, Ufot Ebong;  and President of Ecologistics Integrated Services Limited, Dr. Paul Abolo.

Stakeholders underline need for mercury-free products

Against the backdrop of global concern on the adverse health and environmental effects of mercury, stakeholders have underlined the need to embrace items that are mercury-free.

At a stakeholder sectoral workshop on “Mercury added products in Nigeria” held recently in Lagos, participants recommended the banning and phasing-out the importation, sale, transfer and use of mercury containing products and equipments.

“Beside strict prohibition of local and domestic manufacture, there should restriction on all importation, sale, transfer or distribution of mercury containing goods,” said Dr Michael Okoh, a consultant to SRADev Nigeria.

“The use of mercury in open-ended applications and partially enclosed applications should be discouraged and no longer be allowed. Equipment’s containing mercury should only be replaced with equipment that is mercury free. A set target date for prohibition of the importation, sale, transfer or distribution of mercury containing equipment as defined, under the Minimata Convention should already been agreed,” he added.

Leslie Adogame, Executive Director of SRADev Nigeria, described the gathering as an awareness raising and data gathering workshop on the process towards “Phasing out Mercury-added products in Nigeria” initiative, whose core objective is the develop strategies for phasing out mercury-added products and reducing mercury use. Nigeria is one of the four participating countries in the project, which SRADev is implementing.

“Its specific objective is to strengthen the implementation of Multilateral Environmental Agreements (MEAs) in the chemicals, waste and biodiversity clusters at the national and regional levels in the African, Caribbean and Pacific (ACP) countries. It is important to state at this juncture that the outcome of the project is targeted at contributing to the Minamata Convention on Mercury,” said Adogame.

He pointed out that the SRADev Nigeria campaign effort is focused generally on the intentional mercury in products sources including mercury in medical devices (hospitals and health care settings).

“Our campaign work on mercury issues generally and dental amalgam commenced in 2010 with Lagos State institutions and since then it has gained tremendous impact at the national level, and culminating to this national stakeholder’s workshop,” stated Adogame.

In a presentation, he stressed that numerous countries have already phased out mercury in many of the products banned by the Convention.

“There are many examples and guides on what steps countries can take to ban products containing mercury. For example, the World Health Organisation (WHO) created a guide for phasing mercury out of health care. As more countries ban products, the markets respond and economies of scale increase availability.”

Adogame listed mercury-added products banned by 2020 to include: batteries, switches and relays, cosmetics (including soaps and cream); pesticides, biocides, topical antiseptics; non-electronic measuring devices (including barometers, hydrometers, manometers, thermometers, sphygmomanometers); and limit mercury content of lamps.

On mercury-free cosmetics, he stated: “Many countries have already ban use of mercury in cosmetics, even as mercury-free alternatives are widely available and used. Also, awareness and monitoring can reduce availability of hazardous cosmetics, while governments can tighten down penalties for illegal import, sales. Besides providing health alerts and effective communication to notify affected populations, products found to have mercury should be photographed and posted on the internet.”

Mercury-added pesticides, biocides and topical antiseptics are already banned in many countries as there are viable alternatives, Adogame disclosed, even as he called on governments to ensure that paints manufactured or imported into their countries should not have mercury added.

Concerning mercury-free non-electronic measuring devices, he submitted: “Many developing countries are already taking steps to eliminate the purchase of mercury-added medical devices (which comprise majority use in this category). In response to country bans, many manufacturers have stopped selling these products, as they only offer mercury-free products.

“Mercury-free products and devices are proven effective and widely available around the globe. The WHO-Health Care Without Harm have launched global initiative to shift global production of mercury thermometers and blood pressure cuffs by 2017.”

On the phase down of the mercury-containing Dental Amalgam, the SRADev Nigeria chief noted: “Some countries have banned mercury use in dentistry. Mercury-free dental filling materials are often comparable or superior in performance. Dental schools should train first in the use of mercury-free alternatives. During treaty negotiations, African Region took lead in calling for amalgam phase out.”

NITP: A case for action-oriented agenda in 2017

This article was written on the first day of the new year 2017, hence I seize the golden oppourtunity to greet numerous readers of EnviroNews magazine a Happy New Year. I extend similar greetings to my numerous professional colleagues under the aegis of the Nigerian Institute of Town Planners (NITP), the focus of this article.

A new year connotes a new beginning and a time to advance new thoughts and ideas on how to make things work far better than the previous year. Literarily, I mean adding value to what one does as an individual or as an organisation. Applicatively, this writer intends to suggest this concept to the incumbent National President of NITP and members of his Executive Committee who were elected in November 2016, to manage the affairs of the Institute in the next two years under the leadership of Luka Bulus Achi, a Fellow of the Institute.

This homily will focus on the urgent issue of law and the constitution as it affects the Institute and on the need for continuity in order to improve its effectiveness as a professional body in the scheme of national development. For reason of space, this writer would serialise his random musings about what the focus of the present National Executive of NITP should be in subsequent articles. Readers may consider this one as the first installment of such intended serial articles.

On law and constitutional matters, the NITP still has many grounds to cover. Despite a subsisting national Urban and Regional Planning Law of 1992, which was dealt a lethal blow as a result of the Supreme Court landmark judgment delivered over 10 years ago, in which urban and regional planning matter resided as State function only, the inadvertent legal error is yet to be corrected. Commendable as it was then that the Institute pointed out the error in the judgment to the Federal Government that urban and regional is usually a tripartite matter all over the world…..a concurrent matter which all tiers of government (Federal, State, and Local governments) should participate, it has not gone beyond that point since 2006.

The Nigerian Urban and Regional Planning Law of 1992, as it is presently, has been rendered ineffective by the apex court judgment. Some of the provisions of the law are not being complied with by either the Federal, State or Local Government most especially about the establishment of the Institutional machinery for urban and regional planning at different tiers of government. Specifically, the law prescribes for the establishment of certain Institutions to be in charge of urban planning at different levels such as the Federal Urban and Regional Planning Commission, State Urban Development Boards and Local Planning Authorities. Part of the primary functions of each Institution includes the preparation of hierarchies of  development plans such as the national physical plan, regional development plan, and local area physical development plan respectively.

The aspect of non-compliance with the planning Act was recently echoed in the Communique issued at the end of NITP’s Golden Jubilee/47th Annual Conference held in Abuja between October 31st to November 4, 2016. The Conference observed the:

“ ….ineffectiveness and the evolving nature of the existing physical planning laws in Nigeria and the non-implementation of the1992 Urban and Regional Planning Act; also noted that many States are yet to domesticate the 1992 Urban and Regional Planning Act.”

It went further to recommend that all instrumentalities of planning should be established at all tiers of government as prescribed in the national Urban and Regional Planning Act. Here in lies the knotty issue the NITP has not be able to unknot over the past 10 years.

The Institute is in illusion of a subsisting Federal planning law; but, unfortunately, the Federal Government and the National Assembly pay very little cognisance to the said law. And if the Federal Government does not fulfill its own bargain about that law, how can it expect the State and Local governments to fulfill their own obligations by domesticating the Act against the Supreme Court judgment which has not been reviewed or repealed till date?  This is the crux of the matter.

Therefore, the NITP must find a way to lobby the National Assembly to see reason why the legislative body must first accept the existence of a Federal planning law (no matter the imperfection of the law) and agree to amend it in order to make it implementable and enforceable on the part of the State and Local governments. Without making this deft move, planning would be at a crossroad, legally. No matter the repetitive calls by the NITP for the State governments to domesticate the law and establish the necessary institutions for planning purpose. There must be “force of law” to obey the Federal law, while the Federal Government must also comply with the provisions of its own law. Leaving the State governments to voluntarily comply would be wishful thinking as obvious in the content of the NITP communique referenced earlier in this piece.

The planning and management of cities are always legalistic and guided by public policy decisions in a democratic setting. The Nigerian Constitution which is the supreme law of the country does not put “urban and regional planning” under the concurrent list, but under the list of residual matters. This is an aberration and a damaging error while at the same time it is contradictory.

For example, Chapter 11, Section 20 of the Nigerian Constitution mandates “the State (i.e Federal Republic of Nigeria) to protect and improve the environment and safeguard the water, air, and land, forest, and wildlife in Nigeria.” It went further to classify this function as exclusive legislative power under schedule sec.4 part 1, item 60(a) of the law. If government is to comply strictly with the constitutional provision, the protection of the Nigerian environment cannot be treated in isolation from the proper co-ordination of land use and physical planning in order to create a conducive and healthy environment in Nigerian cities. This is one pious argument why the Federal government should partake in urban and regional planning with certain “first order” functions reserved for its actual implementation.

Most importantly, the Federal Government currently provides policy guidelines for housing and urban development in the country and plays a leading role in matters of bilateral co-operation with International Organisations such as UN-Habitat, World Bank, City Alliance, Shelter Afrique and African Ministerial Conference on Housing and Urban Development. It is from these organisations that the Federal Government derives technical support and donor funding to address some of Nigeria’s housing and urban development problems. Through bilateral co-operation and direct Federal Government funding, some states have benefitted from urban development projects/programmes such as Urban Renewal and Slum Upgrading, Low-Income Housing, City Without Slum, Preparation of Structure Plans to eradicate slums and encourage revitalisation in some Nigerian cities. These are anchor projects which came from the initiatives of the Federal government. Most of the state governments have capacity issues in conceptualising these projects, but the Federal government provides regularly the capacity building to assist the state governments in that regard.

Given consideration to reasons advanced hereto and in order to stem regional imbalance so prevalent in Nigeria, Federal Government participation in urban and regional planning is inevitable. The Federal Government has the funds, expertise, and the constitutional mandate to protect the country’s environment. Therefore, the NITP, as part of its work plan in 2017 should intensify its clarion call to the National Assembly to review the current law for the purpose of putting urban and regional planning on the concurrent list in order to facilitate a tripartite participation.

Continuity is very important to whatever the new National Executive of the NITP does or plans to do in 2017. The incumbent National President is called upon to uphold the legacy of his predecessor in office, the late Dr. Femi Olomola under whom the former served as the National Vice President. When Dr. Olomola assumed the leadership of the Institute in 2015, he came up with a robust and commendable Seven-Point Agenda for the NITP. Albeit, he started the implementation of his agenda in earnest, but unfortunately, the journey was abruptly aborted due to his sudden death.

If the truth must be told, the relevance of Dr. Olomola’s Seven-Point Agenda to the survival of the NITP (which I crave the indulgence of readers to recapitulate in this piece for the sake of emphasis) cannot be faulted or overemphasised.

They covered the following pertinent issues:

  • Law and constitutional matters.
  • Promoting national security and reducing fraud
  • Improving the asset base of the Institute
  • Improving current operational modalities
  • Need for NITP Strategic/Master Plan
  • Sustaining human capital development, and
  • Extensive publicity and public enlightenment on the value of the planning profession.

first item on the list refered to above is a recurring decimal matter which the NITP has been battling with for too long unresolved. It is the very fundamental issue the current National Executive of NITP under the presidency of Tpl. Lucas Achi should address urgently by taking “stock of the near-zero implementation of the Nigerian Urban and Regional Planning Law in states and at the federal level,” as Dr. Olomola expatiated in his address during his investure as the 21st National President of the NITP in February 2015.

It is to Dr. Olomola’s credit that he made valiant effort in this direction while he was alive. He personally met with the current President of the Nigerian Senate, Dr. Olusola Saraki, and made a formal request for a revisit of urban planning in Nigeria by harping on the need for the lawmakers to understand the importance of planning to national development; and essentially why urban and regional planning ought to be included in the concurrent list of the Nigerian Constitution so that all tiers of government in the country will have clearly stipulated and non-conflicting roles to play.

If Dr. Olomola went that far, it should be compelling for the Institute’s present National President to sustain the tempo of the dialogue with the headship of both Houses at the National Assembly (House of Representatives and the Senate) until something positive is achieved. This writer had, in previous articles in EnviroNews magazine and other Nigerian dailies (including informal discussions among professional colleagues), strongly canvassed the necessity for the NITP to up its visibility in the National Assembly by lobbying the legislators. This suggested tactic is for a purpose: to enable the Institute to be fully and legally recognised as a desirable professional Institute similar to the recognition accorded to the Nigerian Bar Association, Nigerian Society of Engineers, Nigerian Medical Association and Nigerian Institute of Architects by the legislative body.

 

Last word

To conclude this piece, let me counsel here that Tpl. Luka Achi already has his plate full on what his work plan should be during his tenure as the President of the NITP. He does not need to re-invent the wheel. Granted he may be nursing his own ideas on how to take the NITP to greater heights under his watch, it would be a great diservice to NITP and ignoble for him not to embrace part of the legacy of Dr. Olomola with regards to finding an enduring solution to the Institute’s age-long legal entanglement. It is when the NITP is legally recognised by the government will the Institute’s operational difficulties can be easily surmounted while public aversion and pent-up anger against town planners would gradually subside.
