Rome hosts negotiations ahead of new UN Biodiversity Framework

In the run-up to October’s UN Biodiversity Conference, officials and experts from around the world will convene at the headquarters of the Food and Agriculture Organisation (FAO) in Rome, Italy from February 24 to 29, 2020 for negotiations on the initial draft of a landmark post-2020 global biodiversity framework and targets for nature to 2030.

The new framework will be considered by the 196 Parties to the Convention on Biological Diversity (CBD) at the 2020 UN Biodiversity Conference (CBD COP15), Kunming, China, from October 15 to 28.

Preparatory to the Rome meeting, senior CBD and other officials will offer a pre-meeting media briefing, to be webcast at http://www.fao.org/webcast/home/en on Friday, February 21 by 15:30h Central European time (09:30h US ET / 14:30h GMT).

The briefing will:

  • Describe the Working Group meeting and negotiations in Rome: an important milestone on the road to COP15 in China
  • Preview discussions on the draft global framework agreement, publicly debuted on 13 Jan. (http://bit.ly/CBD-0Draft-UNlanguages)
  • Offer perspectives on the best-available science and evidence for the negotiations
  • Outline the upcoming Global Biodiversity Outlook 5 (GBO5) report, to be released May 18th. GBO5 will describe proven ways to protect nature, ecosystems and nature’s contributions to people as it underlines the high stakes for humanity involved in the success of those efforts.

The briefing will feature: Elizabeth Maruma Mrema, Acting Executive Secretary, CBD; David Cooper, Deputy Executive Secretary, CBD; Basile van Havre and Francis Ogwal, Co-chairs, Open-Ended Working Group on the Post-2020 Global Biodiversity Framework; and Anne Larigauderie, Executive Secretary, Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem services (IPBES).

During the Convention on Biological Diversity’s (CBD) 10th Conference of the Parties (COP10) in Nagoya, Japan in 2010, member nations adopted a 2050 Vision of “Living in Harmony with Nature by 2050” and the Strategic Plan for Biodiversity 2011-2020, which included the Aichi Biodiversity Targets. Many elements of the Aichi Biodiversity Targets are reflected in the United Nation’s Sustainable Development Goals (2015-2030).

The CBD’s 14th Conference of the Parties (COP14) held in Sharm-el-Sheikh, Egypt in 2018, established the Open-ended Working Group on the Post-2020 Global Biodiversity Framework (WG2020) and appointed Francis Ogwal (Uganda) and Basile van Havre (Canada) to lead the process as co-chairs.

At the WG2020’s 1st meeting in Nairobi, August 2019, work was authorised and initiated on a “zero draft” text of the post-2020 global biodiversity framework, for consideration at its 2nd meeting in Rome, 24-29 Feb.

A 3rd WG2020 meeting is scheduled for Cali, Colombia, from July 27 to 31, the last meeting before COP15.

October’s UN Biodiversity Conference in Kunming, and its climate change equivalent, UNFCCC COP26, Glasgow, UK, 9-19 Nov., form cornerstones of the 2020 “Super Year” for nature, according to the CBD.
